Accordingly, it is planned to develop the high-speed railway on the North-South axis with the following stages:

By 2020, to study the plan for the construction of a new high-speed rail line, a 1,435 mm double track and electrification on the North-South axis, which shall prepare the necessary conditions for step by step prior construction. The sections with great transportation needs, especially those linked to Ha Noi and Ho Chi Minh City, such as Hanoi - Vinh, Ho Chi Minh City - Nha Trang.


 
In the period from 2020 to 2030, to build a new high-speed railway (with an initial speed of 160 km / h to under 200 km / h), a double-track of 1,435 mm, electricity The route infrastructure can meet the high speed of 350 km / h in the future. Prior to the construction of high-demand routes on the north-south axis, it is necessary to build up the capacity of mobilizing capital.
